Can I download ringtones without an internet connection through cingular?

If you don’t have an internet package you can still download things off the internet with your phone. Cingular just chargers you per 1 Kb’s with is about 10 cents.
no, i tried it before, you have to call the cingular customer service and ask to temporarily activate medianet
