Yes you need xbox live to download the expansion packs,and you also need Microsoft Points.But if you know some one else who is downloading it,and you have a memory unit that is big enough to hold the expansion pack then you can have them copy it onto your memory unit.That way you both will have the expansion pack.Also if you have High Speed internet you can hook it up to your xbox 360 and create a Xbox Live Silver Account which is FREE.Just if you do that make sure you unplug your Modem from the power outlet for 30 seconds
You do not need a gold subscription to purchase things on Xbox live, the only thing you need to pay for are the points to buy it, unless the download is free.
